About The Event

The Higher Occupational Certificate: HRM Administrator is a nationally recognised, QCTO-accredited qualification (SAQA ID 121150, NQF 5, 120 Credits) designed to prepare learners to function competently as Human Resource Management Administrators in complex, evolving organisations.


As highlighted in the brochure (page 1), the HRM administrative role has evolved beyond a purely clerical function into a critical professional support role. With increasing regulatory complexity, technological change, and shifting workforce demographics, HRM Administrators now play a central role in ensuring compliance, supporting talent acquisition, and maintaining effective internal communication systems.


This qualification equips learners with the skills and knowledge to support organisations across three essential dimensions:

  • Compliance: Ensuring adherence to South African labour legislation covering wages, working conditions, and employee rights.

  • People processes: Supporting recruitment, selection, and workforce administration.

  • Employment relations: Enabling effective internal communication to promote harmonious workplace relationships.

• Administration of Staff Procurement

• Professional Administration for HRM Service Delivery

Practical Modules

• Collect and process HRM data

• Coordinate administrative services across the full HRM value chain

• Coordinate HRM communication to enhance employment relations

• Compile, maintain, and safeguard HRM records


Workplace Modules

• HRM data collection and data management processes

• Administrative processes for HRM services

• Organisational communication processes

• Processes for compiling, maintaining, and securing HRM records


A Compulsory National External Integrated Summative Assessment (EISA), conducted through the relevant QCTO Assessment Quality Partner, is required for certification. Learners will complete the national examination at an accredited assessment centre.


Workplace Support

To ensure successful workplace learning, employers are required to appoint a workplace mentor who will support and validate the learner’s practical experience. This includes providing access to experiential learning opportunities, subject-matter expertise in employment relations, and completion of a workplace MOU.
